In a move aimed at championing youth development and civic leadership, young Kenyans who complete the prestigious Gold level of the President’s Award–Kenya (PA-K) will now be given priority in public service jobs and training opportunities.

The announcement was made during the opening ceremony of the Duke of Edinburgh’s International Award Foundation’s Africa Regional Conference in Mombasa, where Cabinet Secretary for Youth Affairs, the Creative Economy and Sports, Salim Mvurya, revealed that President William Ruto has issued a formal proclamation recognising PA-K Gold Award holders as exemplary citizens deserving of fast-track consideration across public institutions.

“This presidential proclamation recognises that the Gold Award is not just a certificate—it is a mark of character, perseverance, and a deep commitment to serving Kenya,” said Mvurya.

The proclamation directs the Public Service Commission, Judicial Service Commission, Parliamentary Service Commission, Teachers Service Commission, all other service commissions, as well as public entities and employers, to honour this order of precedence by recognising PA-K certification as a service honour. It also mandates affirmative consideration and prioritisation of candidates who have completed the programme to the Gold level, in keeping with the national commitment to promoting merit, service, and civic duty.

From now on, holders of PA-K certificates shall be accorded precedence in public service recruitment, training, and advancement opportunities, in recognition of their demonstrated commitment to civic responsibility and leadership.

The President’s Award–Kenya, affiliated with the globally respected Duke of Edinburgh’s International Award, is a youth development scheme open to individuals aged 14 to 24. It challenges young people to step out of their comfort zones and engage in community service, physical activity, skills development, and adventurous expeditions. The programme progresses through three levels—Bronze, Silver, and Gold—with the Gold Award representing the highest level of achievement.

Margaret Kiogora, CEO of PA-K, welcomed the presidential directive, describing it as a powerful endorsement of the country’s commitment to empowering young people.

“This is a signal from the very top that values such as discipline, service, and leadership are not only admired but rewarded. It’s a call to all young Kenyans to embrace this transformative journey,” she said.

The new directive is expected to significantly increase participation in the President’s Award programme while enhancing the quality and character of Kenya’s public service workforce.
